Take your puppy to the same outdoor area after waking, eating, drinking, play, and every short interval appropriate for their age.

Stay boring until the puppy finishes, then reward within one or two seconds and allow a little supervised freedom afterward.

Indoors, use direct supervision, a leash nearby, or a correctly sized crate. Clean accidents with an enzymatic cleaner and shorten the next interval.
